All staff, Councillors, and contractors are required to act with integrity at all times and refrain from fraudulent or corrupt conduct.
The Audit and Risk Committee (ARC) is responsible for the oversight of fraud risk management.
Management is responsible for:
- Ensuring that effective measures are in place to manage fraud risks
- Conducting audits
- Responding to incidents of fraud
- Taking protected disclosures from, or about, any of their staff.

Our Employee Code of Conduct (PDF, 257KB), Councillor code of conduct and various policies relating to purchasing and use of equipment provide guidance on acceptable conduct.
The Independent Broad-based Anti-corruption Commission (IBAC) identifies and investigates serious corrupt misconduct and acts as the clearing house for assessing public interest disclosures in the Victorian public sector.
Reporting fraud or corruption and making Public Interest Disclosures

Disclosures may be verbal or in writing. They can be anonymous and must be kept confidential. If you wish to make a Public Interest Disclosure, this must be in accordance with the Public Interest Disclosures Act 2012 (Vic).
