Brimbank and Melbourne’s West is expecting billion-dollar investments in infrastructure in the next 10 years. Most of this will be in the Sunshine Precinct, which may see up to 43,000 additional residents and an additional 29,000 jobs created by 2051.

Located at the heart of the western region and linking with Melbourne Airport and CBD, as well as Werribee, Cobblebank and Footscray employment precincts, Sunshine is uniquely positioned to serve as Melbourne’s western CBD.

Why is the Sunshine Priority Precinct important?

  • The Melbourne Airport Rail and Sunshine Superhub will bring unprecedented investment into Sunshine.
  • This investment can shift generational disadvantage and deliver record jobs and education growth to Melbourne’s west.

We have undertaken extensive engagement and created a clear vision for the Precinct so these benefits can be realised fully in Sunshine and the western region.

Our Sunshine Priority Precinct Vision 2050 (PDF 7.5MB) will transform the working-class area into a 21st-century city by leveraging the Melbourne Airport Rail and other mega infrastructure investment.

The vision highlights the central role Sunshine has to play in the growth and prosperity of Melbourne’s west. It outlines a plan to help unlock up to $8 billion of investment and development potential and create between 20,000 and 50,000 new jobs across the precinct over the next 30 years.

We look forward to Sunshine CBD becoming a key visitor destination thanks to the development of an integrated Sunshine Station Superhub. To achieve the vision the Melbourne Airport Rail mustn’t just funnel tourists and business people between the airport and other centres.

We hope that the vision will be used by all stakeholders, including the State and Federal governments, to guide all future investment and development planning for the Sunshine Priority Precinct.

The development of the Vision is one of the key actions from the Western Rail Plan - Brimbank Response Strategy.

Sunshine Station Precinct Masterplan

In October 2022 the Victorian Government released the Sunshine Station Precinct Masterplan and announced a $143 million investment to deliver the first stage of the Masterplan, as part of the Melbourne Airport Rail project.

The first stage of works will include:

  • a new bus interchange
  • a new station plaza and entrance 
  • new shared user paths and open space 
  • new pick up and drop off areas
  • creation of a development site, and
  • intersection upgrades around the bus interchange.

Sunshine Super Hub and Albion Station

We have undertaken preliminary work for the location and function of the Sunshine Stations and the Albion Station. This work is outlined in Sunshine Super Hub and Albion Station – Creating a connected CBD and gateway to the world (PDF 1.8MB).

In October 2022, the Victorian Government committed $80 million for the rebuild of Albion Station. This was confirmed in the 2023-24 State Budget.

Sunshine Station is a key stop on the planned Melbourne Airport Rail and connect regional rail services into Melbourne.

The station has the capacity to function as a world-class multi-nodal transport hub and as a catalyst in unlocking the immense potential of the west.

This vision was based on extensive community consultation.
